Topic Three Recommendations to decrease violent juvenile crime range from see-through school bags to confiscating guns, eliminating violent video games, altering local news coverage, and changing the way parents teach their children esteem for others. Imagine that you are an advisor to the President of the United States and you have been asked to write a policy speech in which you lay out a series of feasible initiatives for reducing violent crime by juveniles.In recent years, juvenile crime has risen to an alarming level. The average age of a violent crime offender has decreased in the last generation, and every state is prone to the devastating impact of youth violence. The average age of murder victims of a youth offender is fourteen years of age. It is time for adults to act to reduce youth violence (Office of the Commission and Families 2014). The crimes committed are the same. The only change is the age of the offender.The starting point to reducing youth violence is evidence-b ased practices. Proven programs have shown to reduce delinquency and recidivism, substance use or antisocial behavior in at least two trials by using a strong research design. Proven Strategies have shown through meta- analysis Of scientifically credible evaluations to reduce recidivism. Rumoring Programs have shown to reduce delinquency and recidivism, substance use or antisocial behavior by using a strong research design, but outcomes have not yet been replicated.Proven programs, such as the National Guard Youth ChalleNGe Program, must have at least one negative outcome that is changed by 20% or more for the better. The study design must use a convincing comparison group randomized-control trial or some quasi-experimental designs. The sample size of the evaluation must exceed 30 in both the treatment and comparison groups, and must be publicly available. Promising programs, such as Be Proud! Be Responsible! , must have more than a 1% change in the outcome.The study must have a com parison group, but it may exhibit some weaknesses, such as, the groups lack comparability on pre- existing variables or the analysis does not employ appropriate statistical controls. The sample size of the evaluation must exceed 10 in both the treatment and comparison groups, and must be publicly available. There is no all-encompassing approach to preventing youth violence. However, communities can help reduce youth violence by developing a city-wide tragedy that combines prevention, intervention, treatment, and re-entry strategies.Prevention begins with parents being parents. Children have enough peers. What they need is guidance from a stable adult. Some parents are trying to relive their childhood through their children by being more of a friend and less of a parent. This is where the respect for elders is broken down, leading to violence. Intervention is where the parent chooses to grow up before the child. The parent must reiterate respectful behaviors towards others, giving an ultimatum, but also giving support to help make the better sections. Treatment comes in many forms.

The Lost Symbol Chapter 62-66

CHAPTER 62 I'm under Second Street. Langdon's eyes remained tightly shut as the conveyor rumbled through the darkness toward the Adams Building. He did his best not to picture the tons of earth overhead and the narrow tube through which he was now traveling. He could hear Katherine breathing several yards ahead of him, but so far, she had not uttered a word. She's in shock. Langdon was not looking forward to telling her about her brother's severed hand. You have to, Robert. She needs to know. â€Å"Katherine?† Langdon finally said, without opening his eyes. â€Å"Are you okay?† A tremulous, disembodied voice replied somewhere up ahead. â€Å"Robert, the pyramid you're carrying. It's Peter's, isn't it?† â€Å"Yes,† Langdon replied. A long silence followed. â€Å"I think . . . that pyramid is why my mother was murdered.† Langdon was well aware that Isabel Solomon had been murdered ten years ago, but he didn't know the details, and Peter had never mentioned anything about a pyramid. â€Å"What are you talking about?† Katherine's voice filled with emotion as she recounted the harrowing events of that night, how the tattooed man had broken into their estate. â€Å"It was a long time ago, but I'll never forget that he demanded a pyramid. He said he heard about the pyramid in prison, from my nephew, Zachary . . . right before he killed him.† Langdon listened in amazement. The tragedy within the Solomon family was almost beyond belief. Katherine continued, telling Langdon that she had always believed the intruder was killed that night . . . that is, until this same man had resurfaced today, posing as Peter's psychiatrist and luring Katherine to his home. â€Å"He knew private things about my brother, my mother's death, and even my work,† she said anxiously, â€Å"things he could only have learned from my brother. And so I trusted him . . . and that's how he got inside the Smithsonian Museum Support Center.† Katherine took a deep breath and told Langdon she was nearly certain the man had destroyed her lab tonight. Langdon listened in utter shock. For several moments, the two of them lay together in silence on the moving conveyor. Langdon knew he had an obligation to share with Katherine the rest of tonight's terrible news. He began slowly, and as gently as he possibly could he told her how her brother had entrusted him with a small package years earlier, how Langdon had been tricked into bringing this package to Washington tonight, and finally, about her brother's hand having been found in the Rotunda of the Capitol Building. Katherine's reaction was deafening silence. Langdon could tell she was reeling, and he wished he could reach out and comfort her, but lying end to end in the narrow blackness made it impossible. â€Å"Peter's okay,† he whispered. â€Å"He's alive, and we'll get him back.† Langdon tried to give her hope. â€Å"Katherine, his captor promised me your brother would be returned alive . . . as long as I decipher the pyramid for him.† Still Katherine said nothing. Langdon kept talking. He told her about the stone pyramid, its Masonic cipher, the sealed capstone, and, of course, about Bellamy's claims that this pyramid was in fact the Masonic Pyramid of legend . . . a map that revealed the hiding place of a long spiral staircase that led deep into the earth . . . down hundreds of feet to a mystical ancient treasure that had been buried in Washington long ago. Katherine finally spoke, but her voice was flat and emotionless. â€Å"Robert, open your eyes.† Open my eyes? Langdon had no desire to have even the slightest glimpse of how cramped this space really was. â€Å"Robert!† Katherine demanded, urgently now. â€Å"Open your eyes! We're here!† Langdon's eyes flew open as his body emerged through an opening similar to the one it had entered at the other end. Katherine was already climbing off the conveyor belt. She lifted his daybag off the belt as Langdon swung his legs over the edge and jumped down onto the tile floor just in time, before the conveyor turned the corner and headed back the way it came. The space around them was a circulation room much like the one they had come from in the other building. A small sign read ADAMS BUILDING: CIRCULATION ROOM 3. Langdon felt like he had just emerged from some kind of subterranean birth canal. Born again. He turned immediately to Katherine. â€Å"Are you okay?† Her eyes were red, and she had obviously been crying, but she nodded with a resolute stoicism. She picked up Langdon's daybag and carried it across the room without a word, setting it on a cluttered desk. She lit the desk's halogen clamp lamp, unzipped the bag, folded down the sides, and peered inside. The granite pyramid looked almost austere in the clean halogen light. Katherine ran her fingers over the engraved Masonic cipher, and Langdon sensed deep emotion churning within her. Slowly, she reached into the daybag and pulled out the cube-shaped package. She held it under the light, examining it closely. â€Å"As you can see,† Langdon quietly said, â€Å"the wax seal is embossed with Peter's Masonic ring. He said this ring was used to seal the package more than a century ago.† Katherine said nothing. â€Å"When your brother entrusted the package to me,† Langdon told her, â€Å"he said it would give me the power to create order out of chaos. I'm not entirely sure what that means, but I've got to assume the capstone reveals something important, because Peter was insistent that it not fall into the wrong hands. Mr. Bellamy just told me the same thing, urging me to hide the pyramid and not let anyone open the package.† Katherine turned now, looking angry. â€Å"Bellamy told you not to open the package?† â€Å"Yes. He was adamant.† Katherine looked incredulous. â€Å"But you said this capstone is the only way we can decipher the pyramid, right?† â€Å"Probably, yes.† Katherine's voice was rising now. â€Å"And you said deciphering the pyramid is what you were told to do. It's the only way we can get Peter back, right?† Langdon nodded. â€Å"Then, Robert, why wouldn't we open the package and decipher this thing right now?!† Langdon didn't know how to respond. â€Å"Katherine, I had the same exact reaction, and yet Bellamy told me that keeping this pyramid's secret intact was more important than anything . . . including your brother's life.† Katherine's pretty features hardened, and she tucked a wisp of hair behind her ears. When she spoke, her voice was resolved. â€Å"This stone pyramid, whatever it is, has cost me my entire family. First my nephew, Zachary, then my mother, and now my brother.And let's face it, Robert, if you hadn't called tonight to warn me . . .† Langdon could feel himself trapped between Katherine's logic and Bellamy's steadfast urging. â€Å"I may be a scientist,† she said, â€Å"but I also come from a family of well-known Masons. Believe me, I've heard all the stories about the Masonic Pyramid and its promise of some great treasure that will enlighten mankind. Honestly, I find it hard to imagine such a thing exists. However, if it does exist . . . perhaps it's time to unveil it.† Katherine slid a finger beneath the old twine on the package. Langdon jumped. â€Å"Katherine, no! Wait!† She paused, but her finger remained beneath the string. â€Å"Robert, I'm not going to let my brother die for this. Whatever this capstone says . . . whatever lost treasures this engraving might reveal . . . those secrets end tonight.† With that, Katherine yanked defiantly on the twine, and the brittle wax seal exploded. CHAPTER 63 In a quiet neighborhood just west of Embassy Row in Washington, there exists a medieval-style walled garden whose roses, it is said, spring from twelfth-century plants. The garden's Carderock gazebo–known as Shadow House–sits elegantly amid meandering pathways of stones dug from George Washington's private quarry. Tonight the silence of the gardens was broken by a young man who rushed through the wooden gate, shouting as he came. â€Å"Hello?† he called out, straining to see in the moonlight. â€Å"Are you in here?† The voice that replied was frail, barely audible. â€Å"In the gazebo . . . just taking some air.† The young man found his withered superior seated on the stone bench beneath a blanket. The hunched old man was tiny, with elfin features. The years had bent him in two and stolen his eyesight, but his soul remained a force to be reckoned with. Catching his breath, the young man told him, â€Å"I just . . . took a call . . . from your friend . . . Warren Bellamy.† â€Å"Oh?† The old man perked up. â€Å"About what?† â€Å"He didn't say, but he sounded like he was in a big hurry. He told me he left you a message on your voice mail, which you need to listen to right away.† â€Å"That's all he said?† â€Å"Not quite.† The young man paused. â€Å"He told me to ask you a question.† A very strange question. â€Å"He said he needed your response right away.† The old man leaned closer. â€Å"What question?† As the young man spoke Mr. Bellamy's question, the pall that crossed the old man's face was visible even in the moonlight. Immediately, he threw off his blanket and began struggling to his feet. â€Å"Please help me inside. Right away.† CHAPTER 64 No more secrets, thought Katherine Solomon. On the table in front of her, the wax seal that had been intact for generations now lay in pieces. She finished removing the faded brown paper from her brother's precious package. Beside her, Langdon looked decidedly uneasy. From within the paper, Katherine extracted a small box made of gray stone. Resembling a polished granite cube, the box had no hinges, no latch, and no apparent way inside. It reminded Katherine of a Chinese puzzle box. â€Å"It looks like a solid block,† she said, running her fingers over the edges. â€Å"Are you sure the X- ray showed it was hollow? With a capstone inside?† â€Å"It did,† Langdon said, moving next to Katherine and scrutinizing the mysterious box. He and Katherine peered at the box from different angles, attempting to find a way in. â€Å"Got it,† Katherine said as her fingernail located the hidden slit along one of the box's top edges. She set the box down on the desk and then carefully pried open the lid, which rose smoothly, like the top of a fine jewelry box. When the lid fell back, Langdon and Katherine both drew audible breaths. The interior of the box seemed to be glowing. The inside was shining with an almost supernatural effulgence. Katherine had never seen a piece of gold this large, and it took her an instant to realize that the precious metal was simply reflecting the radiance of the desk lamp. â€Å"It's spectacular,† she whispered. Despite being sealed in a dark stone cube for over a century, the capstone had not faded or tarnished in any way. Gold resists the entropic laws of decay; that's one of the reasons the ancients considered it magical. Katherine felt her pulse quicken as she leaned forward, peering down over the small golden point. â€Å"There's an inscription.† Langdon moved closer, their shoulders now touching. His blue eyes flashed with curiosity. He had told Katherine about the ancient Greek practice of creating a symbolon–a code broken into parts–and how this capstone, long separated from the pyramid itself, would hold the key to deciphering the pyramid. Allegedly, this inscription, whatever it said, would bring order from this chaos. Katherine held the little box up to the light and peered straight down over the capstone. Though small, the inscription was perfectly visible–a small bit of elegantly engraved text on the face of one side. Katherine read the six simple words. Then she read them again. â€Å"No!† she declared. â€Å"That can't be what it says!† Across the street, Director Sato hurried up the long walkway outside the Capitol Building toward her rendezvous point on First Street. The update from her field team had been unacceptable. No Langdon. No pyramid. No capstone. Bellamy was in custody, but he was not telling them the truth. At least not yet. I'll make him talk. She glanced back over her shoulder at one of Washington's newest vistas–the Capitol Dome framed above the new visitor center. The illuminated dome only accentuated the significance of what was truly at stake tonight. Dangerous times. Sato was relieved to hear her cell phone ring and see her analyst's ID on the screen. â€Å"Nola,† Sato answered. â€Å"What have you got?† Nola Kaye gave her the bad news. The X-ray of the capstone's inscription was too faint to read, and the image-enhancing filters had not helped. Shit. Sato chewed at her lip. â€Å"How about the sixteen-letter grid?† â€Å"I'm still trying,† Nola said, â€Å"but so far I've found no secondary encryption scheme that's applicable. I've got a computer reshuffling the letters in the grid and looking for anything identifiable, but there are over twenty trillion possibilities.† â€Å"Stay on it. Let me know.† Sato hung up, scowling. Her hopes of deciphering the pyramid using only a photograph and X-ray were fading fast. I need that pyramid and capstone . . . and I'm running out of time. Sato arrived at First Street just as a black Escalade SUV with dark windows roared across the double yellow and skidded to a stop in front of her at their rendezvous point. A lone agent got out. â€Å"Any word yet on Langdon?† Sato demanded. â€Å"Confidence is high,† the man said, emotionless. â€Å"Backup just arrived. All library exits are surrounded. We even have air support coming in. We'll flush him with tear gas, and he'll have nowhere to run.† â€Å"And Bellamy?† â€Å"Tied up in the backseat.† Good. Her shoulder was still smarting. The agent handed Sato a plastic Ziploc bag containing cell phone, keys, and wallet. â€Å"Bellamy's effects.† â€Å"Nothing else?† â€Å"No, ma'am. The pyramid and package must still be with Langdon.† â€Å"Okay,† Sato said. â€Å"Bellamy knows plenty he's not telling. I'd like to question him personally.† â€Å"Yes, ma'am. To Langley, then?† Sato took a deep breath and paced a moment beside the SUV. Strict protocols governed the interrogation of U.S. civilians, and questioning Bellamy was highly illegal unless it was done at Langley on video with witnesses, attorneys, blah, blah, blah . . . â€Å"Not Langley,† she said, trying to think of somewhere closer. And more private. The agent said nothing, standing at attention beside the idling SUV, waiting for orders. Sato lit a cigarette, took a long drag, and gazed down at the Ziploc bag of Bellamy's items. His key ring, she had noticed, included an electronic fob adorned with four letters–USBG. Sato knew, of course, which government building this fob accessed. The building was very close and, at this hour, very private. She smiled and pocketed the fob. Perfect. When she told the agent where she wanted to take Bellamy, she expected the man to look surprised, but he simply nodded and opened the passenger door for her, his cold stare revealing nothing. Sato loved professionals. Langdon stood in the basement of the Adams Building and stared in disbelief at the elegantly inscribed words on the face of the golden capstone. That's all it says? Beside him, Katherine held the capstone under the light and shook her head. â€Å"There's got to be more,† she insisted, sounding cheated. â€Å"This is what my brother has been protecting all these years?† Langdon had to admit he was mystified. According to Peter and Bellamy, this capstone was supposed to help them decipher the stone pyramid. In light of those claims, Langdon had expected something illuminating and helpful. More like obvious and useless. Once again, he read the six words delicately inscribed on the face of the capstone. The secret hides within The Order The secret hides within The Order? At first glance, the inscription appeared to be stating the obvious–that the letters on the pyramid were out of â€Å"order† and that their secret lay in finding their proper sequence. This reading, however, in addition to being self-evident, seemed unlikely for another reason. â€Å"The words the and order are capitalized,† Langdon said. Katherine nodded blankly. â€Å"I saw that.† The secret hides within The Order. Langdon could think of only one logical implication. † `The Order' must be referencing the Masonic Order.† â€Å"I agree,† Katherine said, â€Å"but it's still no help. It tells us nothing.† Langdon had to concur. After all, the entire story of the Masonic Pyramid revolved around a secret hidden within the Masonic Order. â€Å"Robert, didn't my brother tell you this capstone would give you power to see order where others saw only chaos?† He nodded in frustration. For the second time tonight, Robert Langdon was feeling unworthy. CHAPTER 65 Once Mal'akh had finished dealing with his unexpected visitor–a female security guard from Preferred Security–he fixed the paint on the window through which she had glimpsed his sacred work space. Now, ascending out of the soft blue haze of the basement, he emerged through a hidden doorway into his living room. Inside, he paused, admiring his spectacular painting of the Three Graces and savoring the familiar smells and sounds of his home. Soon I will be leaving forever. Mal'akh knew that after tonight he would be unable to return to this place. After tonight, he thought, smiling, I will have no need for this place. He wondered if Robert Langdon yet understood the true power of the pyramid . . . or the importance of the role for which fate had chosen him. Langdon has yet to call me, Mal'akh thought, after double-checking for messages on his disposable phone. It was now 10:02 P.M. He has less than two hours. Mal'akh went upstairs to his Italian-marble bathroom and turned on the steam shower to let it heat up. Methodically, he stripped off his clothes, eager to begin his cleansing ritual. He drank two glasses of water to calm his starving stomach. Then he walked to the full-length mirror and studied his naked body. His two days of fasting had accentuated his musculature, and he could not help but admire that which he had become. By dawn, I will be so much more. CHAPTER 66 â€Å"We should get out of here,† Langdon said to Katherine. â€Å"It's only a matter of time before they figure out where we are.† He hoped Bellamy had managed to escape. Katherine still seemed fixated on the gold capstone, looking incredulous that the inscription was so unhelpful. She had taken the capstone out of the box, examined every side, and was now carefully putting it back in the box. The secret hides within The Order, Langdon thought. Big help. Langdon found himself wondering now if perhaps Peter had been misinformed about the contents of the box. This pyramid and capstone had been created long before Peter was born, and Peter was simply doing as his forefathers had told him, keeping a secret that was probably as much a mystery to him as it was to Langdon and Katherine. What did I expect? Langdon wondered. The more he learned tonight about the Legend of the Masonic Pyramid, the less plausible it all seemed. I'm searching for a hidden spiral staircase covered by a huge stone? Something told Langdon he was chasing shadows. Nonetheless, deciphering this pyramid seemed his best chance at saving Peter. â€Å"Robert, does the year 1514 mean anything to you?† Fifteen-fourteen? The question seemed apropos of nothing. Langdon shrugged. â€Å"No. Why?† Katherine handed him the stone box. â€Å"Look. The box is dated. Have a look under the light.† Langdon took a seat at the desk and studied the cube-shaped box beneath the light. Katherine put a soft hand on his shoulder, leaning in to point out the tiny text she had found carved on the exterior of the box, near the bottom corner of one side. â€Å"Fifteen-fourteen A.D.,† she said, pointing into the box. Sure enough, the carving depicted the number 1514, followed by an unusual stylization of the letters A and D. â€Å"This date,† Katherine was saying, sounding suddenly hopeful, â€Å"maybe it's the link we're missing? This dated cube looks a lot like a Masonic cornerstone, so maybe it's pointing to a real cornerstone? Maybe to a building built in 1514 A.D.?† Langdon barely heard her. Fifteen-fourteen A.D. is not a date. The symbol , as any scholar of medieval art would recognize, was a well-known symbature–a symbol used in place of a signature. Many of the early philosophers, artists, and authors signed their work with their own unique symbol or monogram rather than their name. This practice added a mysterious allure to their work and also protected them from persecution should their writings or artwork be deemed counterestablishment. In the case of this symbature, the letters A.D. did not stand for Anno Domini . . . they were German for something else entirely. Langdon instantly saw all the pieces fall into place. Within seconds, he was certain he knew exactly how to decipher the pyramid. â€Å"Katherine, you did it,† he said, packing up. â€Å"That's all we needed. Let's go. I'll explain on the way.† Katherine looked amazed. â€Å"The date 1514 A.D. actually means something to you?† Langdon winked at her and headed for the door. â€Å"A.D. isn't a date, Katherine. It's a person.†

While the authorities in favour of community cohesion to fight ethnic differences contend that expanding its scope would constrain its effectiveness in dealing with racial differences, there are others, who support the broader scope of community cohesion, argued that a variety of community differences required to be addressed, both within and beyond the community.

The different religious and cultural backgrounds of our parents, and also the way our parents were raised have an enormous impact on the way our parents raise us. As a parent, the balancing of strictness, pressure, giving, loving, helping, and withholding, among other factors can be difficult, with the question being what balance is the best to raise a child. Because we are all raised in different ways everyone has different views on how to raise a child based on their knowledge of how they were raised. This proves that the way we are raised can make the difference in our success. An example of how parentage and patronage play a role in one’s success is sometimes evident in schooling. This means that the TV 3 or Prime news are designed in such a way that they become different and catchy in the beginning and descriptive and convincing in the end. Question 4: Sometimes, the viewers agree to the assumptions made by the news programs and thus, it can be said that these news programs are quite convincing for the people. An important factor that is used to convince people is appeals. There can be appeals to logic, appeals to character, and appeals to reasoning, emotions and so on and so forth. The examples of Prime show that in news related to sports and entertainment, usually the appeal to characters is used. Book Review on Sanchar Mimamsa

Book: Sanchar Mimamsa Author: Nirmala Mani Adhikary Publication: Media Educators Association of Nepal Pages: 33 Date of publication: 2068(2011 AD) â€Å"Sanchar Mimamsa† composed by Nirmala Mani Adhikary puts forth communication Studies and process from the perspectives of vaidika Hindu amid western theories and models of communication. The book brings to light,’Sadharanikaran theory and model as per propounded by Adhikary himself. It is quite unique and interesting, reading theories in verses. The theory and model have been described in Jhyaure laya.We all know, communication was an indispensible practice since we came into an existence. Though unfortunately and fortunately, it was twentieth century, a communication study was accounted as a discipline. Communication studies though, are rooted back to ages back, according to the Vedic Hindu perspective. Sadharanikaran is rooted back to 4th BC. The theory was illumined once again after J. S Yadava and I. P Tiwari brought Sadharanikaran into limelight around 1980s. Adhikary, who continued his research on the theory, came up with a model in 2003. Sanchar Mimamsa’ is all about Sadharanikaran and its elements and goal of attaining sahridayata, ultimate goal on Sadharanikaran process. Sadharanikaran as a process is an asymmetrical process, where senders and receivers become sahridayas, directed to attain sahridayata, thus establishing mutual understanding between them. Sahridayata as a concept is a state of â€Å"common orientation, commonality or oneness† where senders and receivers’ ultimate goal is to make Sadharanikaran process successful or to become one in communication process.Sanchar Mimamsa is classified into 3 parts while verses are divided into 5 parts. First one puts forth the possibility of getting problem solved. Through communications, not merely human, also animals and other creatures involve in communication in pursuance of life and peace. Second part affirms the si gnificance of theories and model in communication studies. Unfortunately, the world’s walking on merely western theories and models instead of executing one’s self culturally relative studies. Nevertheless, after the initiation of duo scholar, Tiwari and Yadava,Sadharanikaran came into limelight. It has its root in Natyashastra by Bhartrihari and is identified with Bhattanayaka. Elements of Sadharanikaran process are sahridayas(senders and receivers), Bhava(moods), Abhivyanjana( expression or encoding),sandesha(message or information), Sarani(channel), rasaswadan (deals with achieving the rasa), doshas(noises), sandarva(context) and finally pratikriya( process of feedback). Sahridayata is ultimate goal of the whole process of Sadharanikaran, in which sender and receiver become one, and where feedback is no more necessary.The communication models in the west usually weigh on sender while, Sadharanikaran process puts an end to differences between senders and receivers, u ltimately they become one. Sadharanikaran process is different to other or west’s models in terms of structure. It is a non linear model where mutual understanding is possible. It is a broad notion that is able to deal with all three dimensions of life: adhibhautika(physical), adhidaibhika(Mental) and adhyatmika(spiritual). Moreover The model also apprehends communication competent enough to achieve all of the purushartha chatustayas i. artha, kama, dharma and moksha. Final and fifth part sets forth, the solution to the conflict ongoing in the world via attaining sahridayata. Thus Adhikary argues sadharanikaran process can be a solution to put an end to disastrous conflict ongoing among the countries. It also has envisioned ’sanchar vidha’, communication sector, as a mean for attaining ‘Moksha’, the final goal of life according to Hindu perspective. Verses are followed by second and third part of the book in which Sadharanikaran theory and model are described and summarized.The book is distinct as it narrates whole theory and model in verses but the success of the book lies on rasaswadana of the sandesha encompassed in the book. Not only the Sadharanikaran theory but whole communication field is described from Hindu point of view, a significant step in communication studies in the world, other than westernized studies. On the other hand, the uniqueness of the book i. e. verses have also limited itself to a certain audience, those who are keenly interested in traditional verses.But the second and third part exempts audiences from this limitation and even language barrier has been considered. He alleged that the shipper had reneged on a contract that allowed him to partly pay for the cargo prior to its receipt and then pay the outstanding amount by instalments.Due to the shipper’s refusal to release the cargo under the terms of the contract and his intention to re-ship it would cause him an irreplaceable loss. The court accepted this submission without seeking the view of the carrier’s agent and ordered the release of the cargo against security lodged with the court in the form of deeds to a property owned by a third party. After obtaining custody of the cargo, the consignee attended the court and produced a fraudulent document, showing that the shipper acknowledged the payment agreement.This caused the court to cancel the security and return the deeds of the property. The court application and payment agreement were shown to be fraudulent and that the consignee had committed similar frauds. The only action that could be taken was to notify Customs and the law enforc ement agency of this person’s activities. A more serious problem that continues to cause concern is where carriers’ agents disregard their legal responsibility in respect of the notified release instructions and authorise a party to receive their cargo without presentation of the correct documentation.This lack of judgement is all too often influenced by their close association with the consignee or their agent, with whom they have no legal obligation. Such releases can cause serious financial implications to the other parties. The general methods used to secure the release of cargo are: 1. The Shipping Manager, due to his status and guile, was able, over several months, to authorise the release of these containers without complying with the agencies directive. Only when it became impossible for him to continue to deceive others as to his actions, did he decamp.Prevention is simple. If the original bill of lading is not produced, or there is doubt as to whether it is genuine, then advice should be sought from the issuer of the document. If the matter cannot be resolved satisfactorily and safely, assistance should be obtained from the Club’s local correspondents or the Members’ usual contact at the Club. S. fishing vessels were statutorily excluded from domestic load line regulations, regardless of size or length (although some fishing vessels that also process their catch beyond certain stages are required to obtain load lines).However, in the Coast Guard Authorization Act of 2010, Congress revoked that exclusion for new fishing vessels built on/after July 1st, 2012. Subsequently, in the Coast Guard and Marine Transportation Act of 2012 (signed into law on 20 Dec 2012), Congress postponed the load line compliance date to July 1st, 2013. Consequently, fishing vessels built on/after 1 July 2013, that are 79 feet or longer, and that operate outside the Boundary Line, are required to have a load line. Load line assignment includes pre-construction review and approval of plans by the assigning authority.Therefore, after 1 July 2013, fishing vessel designers/builders who intend to re-use construction plans for previously-built fishing vessels are cautioned that the plans might not comply with all load line requirements. If the owner intends to operate the new vessel outside the Boundary Line, then designers/builders are advised to submit the plans to the assigning authority in a timely fashion. Existing fishing vessels (i. e. , built before 1 July 2013) remain exempted from load lines for the time being.However, they will eventually have to meet the requirements of an alternate load line compliance program to ensure their continued seaworthiness beyond a certain age. The safety requirements for this alternate program, and the age at which the fishing vessels will need to comply, will be developed in cooperation with the commercial fishing industry and established by future regulation. (â€Å"Built† for these purposes means the date on which the vessel's keel is laid, or the assembled weight of the vessel is at least 50 metric tons (49. long tons) or one percent of the estimated mass of all structural material, whichever is less. ) How is load line length measured? Where is the Boundary Line? Purpose of Load Line Assignment The purpose of load line assignment is to ensure the seaworthiness of the intact (undamaged) vessel. This is accomplished by: †¢Ensuring a robust hull that can withstand severe sea conditions (i. e. , structural design, construction, and maintenance) †¢Ensuring weathertight & watertight integrity (i. e. , coamings; exposed doors, hatches, hull valves, etc, are in good working condition) Ensuring that the vessel has reserve buoyancy and is not overloaded (by limiting the maximum loaded draft) †¢Ensuring that the vessel has adequate stability for all loading & operating conditions (by approved stability documentation & instructions) †¢Ensuring rapid drainage of water on deck (boarding seas) (by adequate arrangement of freeing ports in bulwarks) †¢Ensuring safety of crew while working on deck (by increased freeboard to reduce boarding seas, guardrails) †¢Ensuring that modifications to vessel do not compromise seaworthiness (modifications must be approved by LL assigning authority) Periodic inspections (afloat and drydocked) to verify that the above are properly maintained (by LL assigning authority) Obtaining a Load Line International load line certificates are issued to vessels that meet the requirements of the IMO International Convention on Load Lines (ICLL); ICLL certificates are required on U. S. vessels that go on voyages to foreign ports or waters. Domestic load line certificates are issued to vessels that meet the requirements of U. S. load line regulations (which are found in 46 CFR Subchapter E).With minor exceptions, the U. S. requirements for an unrestricted domestic load line (suitable for high seas voyages) are the same as the requirements for an international ICLL load line. Enquiries revealed that a member of their staff, who was authorised to issue such bonds, had done so on the instructions of her ex-supervisor and a Customs Agent. When these two parties were interviewed, they denied the clerk’s version of events. The Dominican Republic legislation stipulates that provided an authorised person issued the bond, it protects any party who suffered a loss, which applied in this instance.This allowed the shipper to lodge a claim against the insurance company for the loss of the cargo. 2. A similar situation occurred when perishable cargo was released in Suape, Brazil, without presentation of the original bill of lading. The consignee made a fraudulent application to a court under the provisions of the Brazilian Importation Legislation on perishable goods to secure the cargo’s release. He alleged that the shipper had reneged on a contract that allowed him to partly pay for the cargo prior to its receipt and then pay the outstanding amount by instalments.Due to the shipper’s refusal to release the cargo under the terms of the contract and his intention to re-ship it would cause him an irreplaceable loss. The court accepted this submission without seeking the view of the carrier’s agent and ordered the release of the cargo against security lodged with the court in the form of deeds to a property owned by a third party. After obtaining custody of the cargo, the consignee attended the court and produced a fraudulent document, showing that the shipper acknowledged the payment agreement.This caused the court to cancel the security and return the deeds of the property. The court application and payment agreement were shown to be fraudulent and that the consignee had committed similar frauds. The only action that could be taken was to notify Customs and the law enforc ement agency of this person’s activities. A more serious problem that continues to cause concern is where carriers’ agents disregard their legal responsibility in respect of the notified release instructions and authorise a party to receive their cargo without presentation of the correct documentation.This lack of judgement is all too often influenced by their close association with the consignee or their agent, with whom they have no legal obligation. Such releases can cause serious financial implications to the other parties. The general methods used to secure the release of cargo are: 1. The consignee/agent promises to present the original bill of lading at a later date. 2. The production of a consignee/agent’s letter of credit. 3. Bank reference confirming sufficient funds exist in the consignee’s account. 4. The presentation of a forged document.Signum was asked to enquire into the activities of an agency, whereby it appeared that over a period of ti me some 150 containers laden with cargo had been released in non-compliance to their release procedure. This procedure required both the Shipping Manager and another member of staff to authorise the release of containers, upon production of the correct documentation. The Shipping Manager, due to his status and guile, was able, over several months, to authorise the release of these containers without complying with the agencies directive. Only when it became impossible for him to continue to deceive others as to his actions, did he decamp.Prevention is simple. If the original bill of lading is not produced, or there is doubt as to whether it is genuine, then advice should be sought from the issuer of the document. If the matter cannot be resolved satisfactorily and safely, assistance should be obtained from the Club’s local correspondents or the Members’ usual contact at the Club. In general, most commercial U. S. vessels that are 79 feet (24 m) in length or longer (or more than 150 gross tons if built before 1 Jan 1988 on domestic voyages, or built before 21 Jul 1968 if on foreign voyages) must have a valid load line certificate when venturing outside the U. S. Boundary Line, whether on a domestic or international voyage. Domestic voyages are coastwise, offshore, or high seas voyages that return directly to a U. S. ort (including â€Å"voyages to nowhere†). There are a few limited categories of vessels excluded from load line requirements. For example, small passenger vessels (i. e. , less than 100 gross tons) that only operate on domestic voyage s are excluded. Refer to 46 USC 5102 for vessel applicability specifics. IMPORTANT NOTE CONCERNING U. S. FISHING VESSELS: Previously, all U. S. fishing vessels were statutorily excluded from domestic load line regulations, regardless of size or length (although some fishing vessels that also process their catch beyond certain stages are required to obtain load lines).However, in the Coast Guard Authorization Act of 2010, Congress revoked that exclusion for new fishing vessels built on/after July 1st, 2012. Subsequently, in the Coast Guard and Marine Transportation Act of 2012 (signed into law on 20 Dec 2012), Congress postponed the load line compliance date to July 1st, 2013. Consequently, fishing vessels built on/after 1 July 2013, that are 79 feet or longer, and that operate outside the Boundary Line, are required to have a load line. Load line assignment includes pre-construction review and approval of plans by the assigning authority.Therefore, after 1 July 2013, fishing vessel designers/builders who intend to re-use construction plans for previously-built fishing vessels are cautioned that the plans might not comply with all load line requirements. If the owner intends to operate the new vessel outside the Boundary Line, then designers/builders are advised to submit the plans to the assigning authority in a timely fashion. Existing fishing vessels (i. e. , built before 1 July 2013) remain exempted from load lines for the time being.However, they will eventually have to meet the requirements of an alternate load line compliance program to ensure their continued seaworthiness beyond a certain age. The safety requirements for this alternate program, and the age at which the fishing vessels will need to comply, will be developed in cooperation with the commercial fishing industry and established by future regulation. (â€Å"Built† for these purposes means the date on which the vessel's keel is laid, or the assembled weight of the vessel is at least 50 metric tons (49. long tons) or one percent of the estimated mass of all structural material, whichever is less. ) How is load line length measured? Where is the Boundary Line? Purpose of Load Line Assignment The purpose of load line assignment is to ensure the seaworthiness of the intact (undamaged) vessel. This is accomplished by: †¢Ensuring a robust hull that can withstand severe sea conditions (i. e. , structural design, construction, and maintenance) †¢Ensuring weathertight & watertight integrity (i. e. , coamings; exposed doors, hatches, hull valves, etc, are in good working condition) Ensuring that the vessel has reserve buoyancy and is not overloaded (by limiting the maximum loaded draft) †¢Ensuring that the vessel has adequate stability for all loading & operating conditions (by approved stability documentation & instructions) †¢Ensuring rapid drainage of water on deck (boarding seas) (by adequate arrangement of freeing ports in bulwarks) †¢Ensuring safety of crew while working on deck (by increased freeboard to reduce boarding seas, guardrails) †¢Ensuring that modifications to vessel do not compromise seaworthiness (modifications must be approved by LL assigning authority) Periodic inspections (afloat and drydocked) to verify that the above are properly maintained (by LL assigning authority) Obtaining a Load Line International load line certificates are issued to vessels that meet the requirements of the IMO International Convention on Load Lines (ICLL); ICLL certificates are required on U. S. vessels that go on voyages to foreign ports or waters. Domestic load line certificates are issued to vessels that meet the requirements of U. S. load line regulations (which are found in 46 CFR Subchapter E).With minor exceptions, the U. S. requirements for an unrestricted domestic load line (suitable for high seas voyages) are the same as the requirements for an international ICLL load line. For this reason, an ICLL certificate is acceptable in lieu of a domestic certificate. Load line certificates (domestic or ICLL) are issued on behalf of the United States by the American Bureau of Shipping or one of several other USCG-approved classification societies. The choice of assigning authority is made by the vessel owner/operator.The Coast Guard itself does not issue load lines other than a â€Å"single voyage exemption certificate. † In order to be issued a load line (whether domestic or international ICLL), the vessel must be constructed to meet the load line requirements. This entails pre-construction review and approval of the vessel's design by the assigning authority. Surveyors then periodically visit the shipyard to verify that it is being constructed according to the approved design. Upon completion of construction, the vessel is inclined so that its stability documents can be approved and issued.The freeboard assignment is calculated, and the load line marks are inscribed on the hull. Upon final ve rification that all of these steps have been properly accomplished, the vessel is issued a load line certificate. A load line certificate is normally issued for a 5-year term, subject to annual â€Å"topside† surveys to verify that hatch covers, doors, vent covers, and other critical closures are in good working condition, and that there have not been any damage or unauthorized modifications that would compromise the vessel's seaworthiness.At the end of the 5-year term, the vessel must be drydocked to inspect the underwater hull, seachests and valves, etc, before a new certificate can be issued. Load Line Enforcement and Violations U. S. vessel owners and operators are subject to fines and penalties if a vessel is overloaded such that the load line marks are submerged, or the vessel is operated in violation of any restrictions on its certificate. Penalties are set forth in 46 USC 5116. Foreign vessels in U. S. waters are required to have a valid international (ICLL) load line certificate.A foreign vessel may be detained in port if the Coast Guard determines that it is overloaded, or unseaworthy due to poor condition. The vessel won't be released to depart until the deficiencies have been corrected: excess cargo is offloaded, repairs have been made and a surveyor from the assigning authority has attended the vessel to confirm its compliance with ICLL regulations. 4. ) BP Shipping safeships On the face of it, BP Shipping is one of the safesttanker operators around, regularly achieving topquartile safety results in the industry and rarelymaking headlines for the wrong reasons.But as the organization’s fleet has grown rapidly to more than 80 vessels today, so the realization has spreadthat truly world-class safety performance is about more than lowering headline safety numbers or beating industry benchmarks. For safety performance to really move to a new level, it has to become self sustaining and therefore sustainable. â€Å"Day in, day out, the sa fety message has to be made and remade so that it becomes engrained at every level everywhere, in every action, in every decision and in every way.The entire organization has to be safety empowered and constantly on the lookout for new hazards,† says Dave Williamson, director of fleet operations for BP Shipping. â€Å"We’re beginning to make the turn towards constant improvement and the sort of restless state of mind that we need, but there is still some way to go. † In the past, most emphasis has been put on numbers and performance based on: ‘days away from work case’ incidents, lost time injuries, near misses, oil spills and other serious incidents. These performance matrices continue to be monitored very closely and show continuous improvement.But now the push is on to move safety performance to another level, motivated in no small measure by a fear that some of the cultural and operational factors that led to the Texas City refinery explosion in 2005 might be present in some parts of BP Shipping’s activities. The key to this has been to get everyone in the organization to think about safety in a new way, one that focuses on experience, leadership, training, processes and relationships rather than numbers. Intrinsic to this more open approach is the importance of driving safety back into the ’line’ – to people with asset management capability.In parallel, new emphasis is being placed on safety leadership on vessels and ashore to engender a stronger sense of inclusiveness and team bonding around safety behaviour. â€Å"Safety is not just about trips or falls. It’s about exactly the same things you also need to achieve great operational performance and the same motivations that give us the continuous drive to have the best people, processes, equipment and leadership. † Williamson concludes: â€Å"At the moment we’re not able to say we’re the best, we still have areas whe re we believe there is significant room for improvement.But ‘the best’ is a relative state and safety is a never ending journey. IUU fishing is a global problem that threatens ocean ecosystems and sustainable fisheries.IUU products often come from fisheries lacking the strong and effective conservation and management measures to which U. S. fishermen are subject. IUU fishing most often violates conservation and management measures, such as quotas or bycatch limits, established under international agreements. By adversely impacting fisheries, marine ecosystems, food security and coastal communities around the world, IUU fishing undermines domestic and international conservation and management efforts. Furthermore, IUU fishing risks the sustainability of a multi-billion-dollar U. S. industry.NOAA’s Role in Combating IUU Fishing Because the United States imports more than 80 percent of its seafood, NOAA Fisheries is working to ensure that high demand for imported seafood does not create incentives for illegal fishing activity. Working in par tnership with other U. S. Government agencies, foreign governments and entities, international organizations, non-government organizations, and the private sector is crucial to effectively combating IUU fishing. We work with other fishing nations to strengthen enforcement and data collection programs around the world aimed at curtailing IUU fishing.We have put measures in place to restrict port entry and access to port services to vessels included on the IUU lists of international fisheries organizations with U.
